Marco Rubio's State Department has reduced the number of student visas by over 6,000 following an executive order issued in January that mandated a review for potential security risks. In addition, NATO Secretary-General Mark Rutte said that Russian President Vladimir Putin has agreed to meet with Ukrainian President Volodymyr Zelensky. This occurred during a phone call between Putin and President Trump right in the middle of a big meeting at the White House with Trump, Zelensky, and top European leaders. Trump told French President Emmanuel Macron, that he thinks Valdimir Putin wants to make a deal with him. Rutte later confirmed that Putin agreed to a meeting with Zelensky, though no confirmation on details yet.
